Scissors and teeth used in Northwest Portland attack; Man arrested


PORTLAND, Ore. (KOIN) — A 42-year-old man is facing multiple charges, including a bias crime, after setting clothes on fire, cutting a man with scissors and then biting him while hurling racial slurs after a possible stalking.
